In accordance with the International Labor Force Law No. 6735, it is compulsory to obtain a work permit from the Ministry of Family, Labor and Social Services in order to employ a foreigner in Turkey. There are some requirements needs to be fulfilled by the company to apply work permit on behalf of their future employee. If requirements are met by the company then they can apply for work permit on behalf of the employee by submitting these documents;

-    Company must employ, for each foreigner, at least 5 Turkish Citizens to apply for work permit on behalf of the foreigner they want to hire. If the foreigner requesting work permit is a company partner, the five-Turkish citizen employment condition is sought for the last six months of a one-year work permit to be granted by the Ministry.
-    Company’s full paid capital stock should be minimum 100.000 TL, or the gross sales must be at least 800,000 TL or the last year's export amount must be at least 250,000 USD.
-    The monthly wage declared to be paid to the foreigner by the employer must be at a level compatible with the foreigner's duty and competence.
-    If the company is in entertainment sector or is a tourism-animation organization and they want to hire foreigners who are experts in their work area and if they already have employed 10

The five-Turkish citizen employment condition is not going to seek out for these experts work permit applications.

Can I work in Turkey?

Foreigners can work in Turkey provided that they do have a duly issued work permit. Work permit only grants you to work at the company you are employed from. If you decide to leave your job and start working at a different company then you will have to apply for work permit once again from the new company, you will start to work with. To sum it up, work permit only allows you to work at the company you have employed from.

Once you gain work permit you will be allowed to reside in Turkey, you will not need to apply for residence permit. But if you only have residence permit, it will not allow you to work.
